Wayne was born on March 21, 1936 to his parents Don and Maude (Petross) Willingham in Paducah, Texas. The family moved to Vacaville when he was 6 years old. Wayne was the youngest of nine children, predeceased by his parents, six brothers, and one sister. Wayne loved growing up in this area and spent his youth running around the hills and orchards surrounding Vacaville. He lived for a while at the Peña Adobe and at Ulatis Ranch, before the family moved into town. Wayne attended Vacaville High School and later attended Laney College in Oakland, where he learned layout and metal work. Wayne spent most of his working career as a metal fabrication foreman, working for several companies over the years.
Wayne enjoyed retired life with his wife Mona, spending time with his family, watching old westerns on TV, working on projects around the house, and playing golf. He was a long-time member of the Contra Costa Golf Club and SIR Branch 99 in Vacaville.
